When it fits
The Operational Review examines one business area and up to two related workflows. It identifies friction, distinguishes preparation from judgment and recommends a proportionate next step.
Use the Review when the problem is visible but the right intervention is not yet clear. The result may be self-implementation, a Workflow Implementation, an Operational System or no change.

Scope and delivery
Kernel documents the current flow, identifies friction and examines where work should be removed, simplified, standardized, automated, augmented or kept human. Evidence is distinguished as observed, client-described, estimated or unknown. The written review presents the current situation, primary finding, target flow and a proportionate recommendation. It is a diagnostic engagement, not a promise that implementation is required.
